Job Purpose
The HR Specialist/Recruiter will manage the recruitment of TLS and the client's recruiting needs by identifying needs, sourcing potential candidates, interviewing prospects while overseeing the hiring process from start to finish. The HR Specialist/Recruiter will manage the recruitment process to ensure employment of qualified employees meets the company and client's current and future needs. Payroll processing and assistance with other HR areas will be required.
Duties and Responsibilities
As the HR Specialist/Recruiter, your responsibilities will include, but are not limited to:

Conduct an intake meeting with appropriate company staff to understand need and source/search strategy.

Conduct benchmark research on salary market analysis for various positions and seniority levels.

Update and create job descriptions, as required.

Build and source applicants by researching and contacting community services, colleges,
employment agencies, recruiters, media, and internet sites; providing organization
information, opportunities, and benefits; making presentations; and maintaining rapport.

Determine applicant qualifications by reviewing the resume and support documentation, interviewing applicants, analyzing responses, verifying references, and comparing
qualifications to job requirements.

Accountable for following up with candidates regarding any missing documentation.

Negotiating terms of hire with potential candidates for temporary positions, temp-to-hire,
temp-to-perm, permanent placement, independent contractors, etc.

Responsible for coordinating all job recruiting processes such as; job postings, active search of
potential candidates, reviewing and screening all incoming resumes, phone pre-screening candidates, face-to-face, telephonic, or virtual interviews with external candidates and internal personnel or clients, making verbal and written job offers, coordinating background checks and/or drug testing and onboarding new employees, as applicable.

Prepare metric reports regarding team performance such as time-to-hire and cost-per-hire and provide them to HR Director on a weekly basis.

Review and update existing recruiting procedures such as job applications and onboarding processes, as needed.

Research and implement new sourcing methods such as social recruiting and searches.

Review recruitment software and recommend any updates and/or options based on the
company's needs.

Update Excel reports of candidates retrieved from the recruiting platforms such as LinkedIn,
Monster, Indeed, etc.

Must communicate and provide feedback to Management regarding the recruiting needs or processes on a monthly basis.

Maintain organized databases with candidates' data in our Applicant Tracking System.

Initiate new innovative strategies that will increase recruitment.

Responsible for setting goals and tracking the status for recruitment for each job posted on a
weekly basis.

Provide updates to HR Director on candidates scheduled for interviews on a daily basis.

Advise hiring managers on interviewing techniques and best practices.
-
Coordinate with department managers and/or clients to forecast future hiring needs.
-
Stay up-to-date on labor legislation and inform managers about changes in regulations.

Collaborate with the payroll process.

Other job-related projects, as assigned by the supervisor.
Qualifications and Requirements

Bachelor's Degree preferable in Human Resources or a related field in Business Administration, with a minimum of 5 years of experience as a Recruiter or Headhunter

Advanced knowledge of sourcing techniques, including Boolean search

Hands-on experience with Applicant Tracking Systems and HR databases

Hands-on experience with virtual, phone and in-person recruiting and interviews, candidate
screening and evaluation

Extensive knowledge of recruiting platforms such as LinkedIn, Monster, Indeed, etc.

Knowledge of computer software such as Microsoft Office, Outlook, internet searching, etc.

Familiarity with social media and other professional recruitment networks

Strong decision-making skills
